Course content
Themes: The concept of administrative proceedings, process principles, administrative authorities, affiliation, officials, authorized officials, officials exclusion, collegial bodies. Participants of administrative proceedings and other bodies of administrative proceedings, determination, competence, representation, rights and obligations, acts of the participants, the relevant administrative authorities. Lead of proceedings, operations of administrative bodies, deadlines and counting time, protection against inaction, the procedure before the begining of proceedings. Proceedings at first instance. Interruption and suspension of a procedure. Special procedures in certain administrative proceedings. Administrative decision (content, form requirements, notification, legal power and enforceability, specific kinds and forms of decision, a nullity of decision, a new decision, enforcement - a brief preview). Repair and supervisory measures in administrative proceedings - definitions. Remedies: appeal, decay resistance, opposition retrial (the proposal). Supervisory retrials (ex officio), review proceedings, proceedings for a declaration of nullity, attractions and other means to eliminate inactivity. Special types of proceedings - social security benefits proceedings.

Learning outcomes
The aim of the course is to acquaint students with the administrative proceedings. Students will become familiar with the administrative proceedings as activity that seeks to decide on the rights and obligations of the participants of administrative relations and means of administrative coercion within social and health policy. Interpretation of Administrative procedure Act provisions will be illustrated with practical examples. During the course students will be familiarized with the documents and forms that are used on the fields of public administration - social security and health security administration. After completing the course, students will be able to work with the administrative rules in practice. Based on theoretical knowledge they will be able to write various presentations leading to administrative bodies.
After completing the course, students should be able to apply the procedural provisions of the Administrative procedure Act in the proceedings on granting social security benefits.

Assessment methods and criteria
Oral exam
